Camere di Commercio: Lo Bello, si apre una fase nuova

Un passaggio “determinante” di un percorso di modernizzazione che rafforzerà il sistema delle Camere di Commercio italiane. Questa l’opinione del Presidente di Unioncamere, Ivan Lo Bello, in merito alla riforma delle Camere di Commercio varata dal Consiglio dei Ministri
“Un provvedimento che chiude una fase di incertezza della vita del sistema camerale italiano e ne apre una del tutto nuova. Il decreto del Governo – prosegue Lo Bello – oltre alle tradizionali funzioni delle Camere (dalla tenuta del Registro delle imprese al sostegno di imprese e territori, alla realizzazione su delega dei Comuni dello Sportello unico per le attività produttive, ecc.) affida al sistema camerale dei compiti nuovi in particolare in materia di orientamento, di alternanza scuola-lavoro, di supporto all’incontro fra domanda e offerta di lavoro. Compiti questi di grande rilievo per l’Italia e che in importanti Paesi europei, come la Germania, le Camere di Commercio svolgono con ottimi risultati”.
Le Camere, acquistano, fra l’altro, competenze in materia di supporto alla digitalizzazione, dove potranno sfruttare il know-how di avanguardia costituito nel tempo, sviluppo del turismo e valorizzazione del patrimonio culturale, sostegno alla competitività di imprese e territori, assistenza alle pmi per la partecipazione a gare pubbliche.
“Ritengo che il Governo abbia assecondato il percorso di rinnovamento del sistema camerale – prosegue ancora il presidente di Unioncamere – lasciando una dose importante di flessibilità nelle modalità organizzative. La razionalizzazione delle sedi camerali salvaguarda le sedi secondarie e le Unioni regionali consentendo quella presenza capillare sul territorio che rappresenta una caratteristica fondamentale per una istituzione dedicata al servizio delle imprese, soprattutto quelle medio-piccole”.
La riorganizzazione del sistema, oltre alla riduzione del numero delle Camere di Commercio mediante accorpamenti e, purtroppo, il taglio dei diritti camerali (norme già contenute nella legge di delega), prevede una razionalizzazione delle aziende speciali che svolgono compiti analoghi e delle partecipazioni societarie.
“Razionalizzazione e riduzione dei costi – dice ancora Lo Bello – sono affiancate dall’introduzione di un principio di premialità delle Camere di Commercio. Si struttura, in sostanza, un meccanismo di “accountability” per valorizzare le Camere più efficienti con un Comitato indipendente di valutazione delle performance del sistema camerale istituito presso il Ministero dello Sviluppo Economico”.
Lo Bello sottolinea positivamente come nel provvedimento non appaiano le percentuali di tagli lineari del personale come qualcuno aveva temuto.
“Il personale, con il suo elevato livello di professionalità, rappresenta il nostro patrimonio più importante – conclude il presidente di Unioncamere – che intendiamo tutelare al meglio. La riorganizzazione degli uffici derivante dagli accorpamenti sarà gestita senza traumi”.
RIORDINO E ACCORPAMENTI DEL NUMERO DELLE CAMERE DI COMMERCIO  
Il Consiglio dei Ministri ha approvato, in esame preliminare, il decreto attuativo della Legge Madia sul riordino delle Camere di Commercio. Il provvedimento conferma le misure preannunciate e in sintesi prevede:

riduzione del numero delle Camere dalle attuali 105 a non più di 60, ferme restando la presenza di almeno 1 CdC per Regione e l’accorpamento delle Camere con meno di 75.000 imprese iscritte;
conferma del taglio del 50% del diritto annuale dal 2017;
riduzione del numero dei consiglieri: 16 nelle Camere fino a 80.000 imprese e 22 in quelle maggiori;
limite di due mandati e gratuità degli incarichi negli organi, nonché limiti al trattamento economico di amministratori e dirigenti;
accorpamento delle Aziende speciali che svolgono compiti simili e razionalizzazione delle partecipazioni.

Per quanto riguarda il riordino delle funzioni, sono confermate: tenuta e gestione del Registro delle imprese e del fascicolo informatico d’impresa; tutela del consumatore, vigilanza e controlli su sicurezza e conformità prodotti, rilevazione prezzi; orientamento al lavoro. Evidenziamo inoltre che è prevista una funzione di supporto alle PMI per l’internazionalizzazione e promozione della cultura e del turismo (con esclusione di attività promozionali dirette sui mercati esteri). Altre attività potranno essere oggetto di specifiche convenzioni con soggetti pubblici e privati o offerte al pubblico in regime di libero mercato. Lo schema di decreto legislativo sarà definitivamente approvato entro il 27 novembre 2016, a seguito dei pareri della Conferenza Unificata e delle Commissioni parlamentari competenti. Successivamente all’entrata in vigore (indicativamente dal 1° gennaio 2017) decorreranno i 180 giorni per la presentazione al MISE – da parte di Unioncamere – della proposta di riorganizzazione degli assetti territoriali delle nuove 60 Camere di Commercio. I nuovi assetti così delineati dovranno essere approvati definitivamente entro ulteriori 60 giorni (circa 30 agosto 2017).

The Chambers of Commerce: Lo Bello, a new phase is beginning
“It’s a provision that brings a phase of uncertainty in relation to the Italian system of Chambers of Commerce to a close, and opens up an entirely new one. In addition to the traditional functions of the Chambers of Commerce”, Lo Bello explains, “which include the Business Register in support of the businesses and territories, and the implementation of one-stop shops for production activities, delegated by the Municipalities, the government’s new decree also entrusts the system of Chambers of Commerce with new tasks, namely in terms of orientation, school/work alternation, and helping to balance the supply and demand of labour. These tasks are extremely important for Italy, and the Chambers of Commerce in other major European countries, such as Germany, have achieved excellent results in this regard.”
Among other things, the Chambers of Commerce will gain competence in providing support for digitalisation (taking advantage of the cutting-edge know-how gained over time), as well as developing tourism and exalting cultural heritage, sustaining the competitiveness of the businesses and the territories, and providing assistance to SMEs for participation in public tenders. “I believe that the government has sustained the Chambers of Commerce system’s pathway of renewal”, the President of Unioncamere continues, “by leaving it a significant amount of flexibility in terms of organizational methods. The streamlining of the locations of Chambers of Commerce safeguards the secondary offices and the regional unions, thus ensuring a widespread presence throughout the territory, which is a key feature for an institution that’s dedicated to serving companies, above all small and medium ones.”
“In addition to reducing the number of Chambers of Commerce through mergers and, unfortunately, by cutting the Chambers’ fees (regulations already contained within the enabling law), the system’s reorganization provides for a streamlining of the special companies that perform similar tasks, as well as the companies’ investments.”
“These streamlining and cost reduction efforts”, Lo Bello continues, “are accompanied by a principle of rewarding the Chambers of Commerce themselves. In essence, an ‘accountability’ mechanism for exalting the most efficient Chambers of Commerce will be implemented, with an independent committee for evaluating the performance of the system of Chambers of Commerce instituted by the Ministry of Economic Development.”
As a positive aspect, Lo Bello points out how the provision does not contain percentages for linear staff cuts, as some had feared.
“With their excellent level of professionalism, our personnel are our most important assets”, the President of Unioncamere concludes, “and we intend to protect them as best we can. The reorganization of the offices resulting from mergers will be carried out smoothly.”
THE REORGANIZATION AND UNIFICATION OF CHAMBERS OF COMMERCE  
Upon preliminary examination, the Council of Ministers has approved the decree implementing the Madia Law regarding the reorganization of the Chambers of Commerce. The provision confirms the previously announced measures, and basically include:

a reduction in the number of Chambers of Commerce from 105 to no more than 60, without prejudice to the presence of at least one Chamber of Commerce per Region, and the unification of the Chambers with less than 75,000 registered businesses;
the confirmation of the 50% cut in the annual fee as of 2017;
the reduction of the number of directors: 16 in the Chambers of Commerce with up to 80,000 businesses, and 22 in the large ones;
limits of two terms, non-remuneration of the positions in the various bodies, and limits on the remuneration of the directors and executives;
incorporation of special companies that perform similar tasks and a streamlining of the investments.

With regard to the reorganization of the functions, the following items have been confirmed: retention and management of the Business Register and the computerized business file; consumer protection, monitoring and control of product security and conformity, price monitoring; work orientation. It should also be noted that a support function for internationalization and the promotion of culture and tourism for SMEs is also included (excluding direct promotional activities on the foreign markets). Other activities may be subject to specific agreements with public and private entities or offered to the public on the free market. The draft legislative decree will be definitively approved by 27 November 2016, after hearing the opinions of the Joint Conference and the competent parliamentary committees. Following its entry into force (indicatively as of 1 January 2017), Unioncamere will have 180 days to submit its proposal for the reorganization of the territorial assets of the 60 new Chambers of Commerce to the Ministry of Economic Development (MiSE). The new organizations, outlined in this manner, will have to be definitively approved within an additional 60 days (around 30 August 2017).
