Emergenza profughi: la UE non può restare indifferente

Il Presidente Mattarella è intervenuto all’incontro con i Presidenti delle Assemblee parlamentari degli Stati membri dell’Unione Europea e di Paesi candidati all’adesione

è rivolgendo “un pensiero rispettoso alle centinaia di vittime che giacciono nel mar Mediterraneo, colpevoli soltanto di aver cercato un futuro migliore per sé ed i propri figli” che il Presidente della Repubblica, Sergio Mattarella, ha iniziato il suo intervento tenuto al Quirinale dinanzi ad una delegazione dei Presidenti delle Assemblee parlamentari degli Stati membri dell’Unione Europea e di Paesi candidati all’adesione.
Per il Capo dello Stato, “l’Unione Europea non può sottrarsi alla prova di centinaia di migliaia di profughi in movimento, in Africa, in Medio Oriente, che abbandonano le loro case per sfuggire alla morte, ai conflitti, alle persecuzioni, alla fame. È la stessa ragione fondante della nostra Unione che ci impedisce di ignorarlo. (…) Una Unione Europea consapevole dei propri valori e delle proprie responsabilità internazionali non può volgere altrove lo sguardo”.
Il Presidente Mattarella ha parlato di “totale insufficienza delle iniziative assunte sin qui dalla comunità internazionale”, ribadendo la necessità di “una iniziativa straordinaria, umanitaria che coinvolga, oltre all’Unione Europea, gli organismi internazionali e le agenzie delle Nazioni Unite per politiche che affrontino l’emergenza sin dai Paesi di origine”.
Come ha ricordato in conclusione il Capo dello Stato, “la solidarietà tra Paesi e popoli è uno dei valori fondamentali dell’Unione che trova possibilità di applicazione nei campi più diversi: dalle politiche dell’immigrazione e della tutela delle frontiere, alla sicurezza energetica, al mercato unico, al rilancio di crescita ed investimenti. Dobbiamo saper tramandare alle future generazioni queste convinzioni, consapevoli che la memoria del nostro passato, delle scelte che abbiamo compiuto e che ci hanno condotti sin qui, non possano essere né oscurate dalle difficoltà né tantomeno date per scontate. La democrazia è un patrimonio che tocca a tutti noi, particolarmente ai Parlamenti, salvaguardare e rilegittimare ogni giorno, conquistando il consenso dei nostri concittadini europei”.

President of the Republic, Sergio Mattarella, began his speech at the Quirinale before a delegation of the Presidents of the Parliamentary Assemblies of the Member States of the European Union and candidate countries by addressing “a respectful thought to the hundreds of victims lying in the Mediterranean Sea, who are only guilty of having sought a better future for themselves and their children.”
According to the Head of State, “the EU can not shirk its responsibilities to the hundreds of thousands of refugees on the move in Africa and the Middle East who leave their homes to escape death, conflicts, persecution and hunger. The very reason our Union was founded prevents us from ignoring it. (…) If the European Union is aware of its values and its international responsibilities, it can not turn it gaze elsewhere.”
President Mattarella spoke of the “total failure of the initiatives taken so far by the international community,” emphasising the need for “an extraordinary humanitarian initiative not only involving the European Union, but also the international bodies and agencies of the UN for policies that address the emergency starting in the countries of origin.”
As the Head of State noted in conclusion, “solidarity between countries and peoples is one of the fundamental values of the Union and can be applied in various fields, from immigration policies and border protection, to energy security, the single market and the renewal of growth and investments. We have to be able to pass on these convictions to future generations, with the awareness that the memory of our past, the choices we have made and what has led us thus far cannot be obscured by difficulties or much less taken for granted. Democracy is a heritage that touches us all, particularly parliaments, requiring us to safeguard and restore its legitimacy every day, earning the consent of our fellow European citizens.”
