“Il valore della certificazione nel mercato globale” è il titolo del Convegno, organizzato da ISFCERT-Istituto di Certificazione dei Dati Statistici Fieristici in collaborazione con AEFI, CFI e CFT svoltosi il 16 Gennaio a Milano, presso la sede di ICE Agenzia, un incontro per approfondire tutte le tematiche relative alla certificazione per quanto riguarda le fiere.
Grazie ai contributi degli esperti del settore, è stato possibile fare il punto sullo scenario internazionale, sugli aspetti tecnico-normativi in Italia e nel resto del mondo nonché sui risultati delle manifestazioni italiane certificate.
L’appuntamento è stato aperto con i saluti di benvenuto di Marinella Loddo della Direzione dell’Ufficio ICE Agenzia di Milano, di Roberto Lambicchi della Direzione Generale dell’Assessorato allo Sviluppo Economico della Regione Lombardia e di Maurizio Cotrona del Ministero dello Sviluppo Economico.
I lavori sono proseguiti con gli interventi dei Presidenti di ISFCERT e delle Associazioni – AEFI, CFI e CFT – che, in un’ottica di valorizzazione dell’intero comparto, hanno sostenuto la nascita di ISFCERT permettendo agli associati di adempiere agli obblighi previsti da alcune Regioni e di fronteggiare l’esigenza di certezza e trasparenza dei dati delle manifestazioni fieristiche internazionali e nazionali.
Franco Boni, Presidente di ISFCERT, ha ricordato che l’Istituto dal 13 dicembre 2012 è accreditato ACCREDIA – Ente di accreditamento nazionale aderente a EA-European cooperation for Accreditation – quale soggetto certificatore dei dati fieristici in conformità alle normative nazionali e internazionali vigenti (ISO 25639:2008 e ISO/IEC 17065:2012), oltre ad essere membro associato di UFI-Unione delle Fiere Internazionali.
Boni ha poi evidenziato che il sistema di certificazione di ISFCERT è sviluppato in coerenza con la “Disciplina unitaria in materia fieristica” approvata il 6 febbraio 2014 dalla Conferenza Unificata Stato-Regioni che ha stabilito che la certificazione è un requisito privilegiato per acquisire la qualifica di manifestazione da parte delle Autorità Regionali e per ottenere il sostegno pubblico delle iniziative promozionali programmate. In materia di trasparenza e chiarezza, Boni ha commentato che “la raccolta dei dati fieristici statistici deve essere affidata alla competenza delle Regioni e non a Istituti privati”. E ha aggiunto che è “sempre più necessario agire in maniera compatta per essere più forti nei confronti delle Istituzioni”.
Loredana Sarti, Segretario Generale di AEFI, ha portato il saluto del Presidente Riello: “Le Fiere, che generano affari per 60 miliardi di euro l’anno e danno origine al 50% dell’export delle imprese italiane, sono uno strumento fondamentale a supporto del nostro tessuto industriale e rappresentano una grande opportunità di crescita: un investimento per la promozione del Made in Italy nel mondo. Un asset che deve essere sostenuto con ogni strumento, anche con la certificazione dei dati statistici. Per questo, come AEFI, tra le tante attività a supporto dei nostri associati e dell’intero sistema, continuiamo a promuovere il processo di certificazione per valorizzare e qualificare le nostre fiere nel contesto internazionale, affinché abbiano un ruolo centrale nel sistema mondiale. Tutti si certificano, in Europa l’85% delle manifestazioni è certificata ed anche se alcuni Paesi sono più avanti di noi, stiamo colmando il gap”. Riello ha aggiunto che “certificarsi fa bene” e i dati dell’andamento delle fiere certificate lo dimostrano.
L’analisi di ISFCERT relativa alle ultime due edizioni di 37 manifestazioni fieristiche professionali certificate, che si sono svolte nei primi nove mesi del 2016, evidenzia in aumento il numero dei visitatori, delle visite – intese come numero degli ingressi univoci giornalieri -, degli espositori e della superficie complessivamente occupata dagli espositori.
Massimo Goldoni, Presidente di CFI, confermando le performance delle manifestazioni certificate ha illustrato i motivi dell’importanza della certificazione per la competitività delle nostre fiere. “La certificazione è sinonimo di qualità e affidabilità e può costituire un ulteriore elemento di affinamento tra organizzatori fieristici e Pubblica Amministrazione, concorrendo all’elaborazione di una politica fieristica nazionale, in particolare a sostegno dell’internazionalizzazione delle nostre fiere.
Le fiere non sono più solo vetrine per vendere, ma un momento di mercato di respiro internazionale che fotografa l’evoluzione di specifici settori industriali”.
Fabio Augusto Majocchi, Vicepresidente di ISFCERT, per conto di Simonapaolo Buongiardino, Vicepresidente di CFT, evidenziando la vicinanza tra Confcommercio e il mondo delle fiere, strumento strategico e volano per tutta l’economia, ha sottolineato come “più si lavora con dati qualitativi e certificati e migliori i risultati a beneficio del sistema fieristico e del territorio”.
Stefano Bonaccini, Presidente della Conferenza delle Regioni e delle Province autonome, ha aggiunto che “il comparto fieristico va supportato e valorizzato e la certificazione è uno strumento fondamentale per qualificare le fiere italiane nel contesto internazionale. L’importanza di questo strategico settore per il nostro Made in Italy, è confermata anche dalle risorse finanziare messe a disposizione dal Governo per l’internazionalizzazione delle nostre fiere”. Bonaccini ha aggiunto che “anche come Regioni dovremo superare la competizione a livello nazionale per fare squadra a vantaggio dell’intero sistema fieristico. Per questo, come Conferenza delle Regioni ci faremo parte attiva per rilanciare il tavolo di coordinamento nazionale per un sensibile passo avanti su questa tematica.”
Negli ultimi 4 anni, il numero di manifestazioni italiane certificate ISFCERT è cresciuto notevolmente: 270 hanno richiesto la certificazione, secondo la norma ISO 25639:2008, a ISFCERT sotto riconoscimento ACCREDIA. Un dato significativo, considerato che sono state certificate oltre il 60% del totale delle 436 manifestazioni certificate da ISFCERT a partire dal 2006 (anno di inizio attività di ISFCERT).
Stefano Bonetto, Presidente della Commissione Servizi di UNI-Ente italiano di normazione; Emanuela Riva, Direttore del Dipartimento di Certificazione e Ispezione di ACCREDIA, Ente italiano di accreditamento; Constance Marsilli, Responsabile del Centro Studi e Statistiche di UNIMEV, Union Française des Métiers de l’Evénement e Karol Nagy, Senior Advisor di CENTREX, International Exhibition Statistics Union, hanno tracciato il quadro normativo in Italia, in Europa e nel resto del mondo, nella sessione “La certificazione nel panorama italiano, europeo e internazionale”.
I risultati delle manifestazioni italiane certificate sono stati supportati dalla presentazione di alcune case history: Bologna Children’s Book Fair di BolognaFiere; BI-MU, Sfortec, Lamiera di UCIMU; Ecomondo di Italian Exhibition Group; Mostra Internazionale dell’Artigianato di Firenze Fiera; Pitti Uomo di Pitti Immagine; VicenzaOro di Italian Exhibition Group.

Fairs: The value of certification in the global marketplace
“The value of certification in the global marketplace” is the title of the Conference, organised by ISFCERT, the Certification Institute for Exhibition Industry Statistics, in collaboration with AEFI, CFI and CFT, which took place on 16 January in Milan, at the offices of the Italian Trade Agency, a meeting to explore all issues concerning certification in relation to trade fairs.
Thanks to the contribution of experts in the sector, it was possible to take stock of the international scenario, the technical and regulatory aspects in Italy and in the rest of the world as well as the results of the Italian trade fairs certified.
The appointment opened with a welcome by Marinella Loddo from the Management of the ITA Office in Milan, Roberto Lambicchi from the Management of the Lombardy Region’s Economic Development Department and from Maurizio Cotrona of the Ministry of Economic Development.
The event continued with contributions from the Chairmen of ISFCERT and of the Associations – AEFI, CFI and CFT –which, with a view to capitalising on the entire sector, supported the creation of ISFCERT, allowing members to fulfil the obligations set out by certain Regions and to address the need for certainty and transparency in international and national trade fair statistics.
Franco Boni, ISFCERT Chairman, recalled that the Institute has since 13 December 2012 been accredited by ACCREDIA – the national accreditation body and member of the EA, European cooperation for Accreditation – as an exhibition statistics certifying body in compliance with the national and international regulations in force (ISO 25639:2008and ISO/IEC 17065:2012), in addition to being an associate member of the UFI – Union of International Fairs. Boni went on to point out that the ISFCERT certification system was developed in accordance with the “Standard Trade Fair Regulations” approved on 6 February 2014 by the Joint Conference of State and Regions, which established that certification is a privileged requisite for acquiring qualified exhibition status from the Regional Authorities and obtaining public support for the scheduled promotional initiatives. In relation to transparency and clarity, Boni commented that “the gathering of trade fair statistics must be entrusted to the competence of the Regions and not to private Institutions.” He also added that it is “increasingly necessary to act in a unified manner for greater strength in relation to Institutions.”
Loredana Sarti, AEFI General Secretary, conveyed greetings from Chairman Riello: “Trade Fairs, which generate 60billion euros’ worth of business a year and result in 50% of exports from Italian businesses, are a fundamental tool to support our industrial fabric and represent a great opportunity for growth: an investment to promote Italian products in the world. An asset that must be supported using every tool, including the certification of statistics. That’s why, as AEFI, amongthe many activities to support our members and the entire system, we continue to promote the process of certification to show off and qualify our trade fairs in an international context, so that they play a central role in the global system. Everyone gets certified; in Europe 85% of exhibitions are certified and even if some countries are further ahead than we are, we’re closing the gap.” Riello added that “certification is beneficial” and the figures on the progress of certified fairs demonstrate it.
ISFCERT’s analysis of the latest two editions of 37 certified professional trade fairs, held in the first nine months of 2016,highlights increased numbers of visitors, visits – understood as the number of unique daily entrances – exhibitors and total surface taken by exhibitors.
Massimo Goldoni, CFI Chairman, confirming the performance of certified exhibitions, illustrated the reasons for the importance of certification for the competitiveness of our trade fairs. “Certification means quality and reliability and can constitute a further element to refine the relationship between trade fair organisers and the public sector, contributing to the formulation of a national trade fair policy, in particular to support the internationalisation of our fairs..
Fairs are no longer showcases for selling but a market event with international scope, which provides a snapshot of the development of specific industrial sectors.”
Fabio Augusto Majocchi, Vice Chairman of ISFCERT, on behalf of Simonapaolo Buongiardino, Vice Chairman of CFT, highlighting the vicinity of Confcommercio (General Confederation of Enterprises, Professions & Self-Employment)to the world of fairs, strategic instrument and driver for the whole economy, stressed that “the more you work with certified qualitative data, the better the results, with benefits for the trade fair system and local area.”
Stefano Bonaccini, President of the Conference of Regions and Autonomous Provinces, added that “the trade fair sector must be supported and promoted and certification is a fundamental tool for qualifying Italian fairs in an international context. The importance of this strategic sector for our Italian manufacturing industry is also confirmed by the financial resources made available by the Government for the internationalisation of our fairs.” Bonaccini added that “as Regions too, we need to get beyond competition at a national level to work as a team to the benefit of the entire trade fair system. And so, as the Conference of Regions, we will play an active part in relaunching the national coordinating group for a significant step forward in this area.”
In the last 4 years, the number of ISFCERT-certified Italian exhibitions has increased considerably: 270 have requested certification, in accordance with the ISO 25639:2008 standard, from ISFCERT with ACCREDIA recognition. A significant figure, considering that more than 60% of the total of 436 exhibitions certified by ISFCERT starting from 2006 (the year inwhich ISFCERT began operating) have been certified.
