Il discorso di fine anno del Presidente della Repubblica

Nuova location per il tradizionale discorso di fine anno del presidente della Repubblica Sergio Mattarella. Il Capo dello Stato infatti non ha scelto di parlare in diretta dal salottino del suo appartamento, come nel suo esordio, lo scorso anno, bensì da una delle sale del Torrino del Quirinale, il punto più alto del palazzo che vanta una meravigliosa vista sulla Capitale.
I momenti dolorosi di questo 2016, tra terremoti e attentati, uno sguardo all’economia, ai giovani, all’immigrazione, al femminicidio definendolo “Fenomeno insopportabile”. E una ferma condanna all’odio come strumento politico, che “intossica” la società: sono questi alcuni dei temi principali del discorso del presidente, che fa dell’Italia un ritratto duro ma conciso. In circa di venti minuti, Sergio Mattarella ricorda anche l’agenda delle cose che andranno fatte in questo 2017, leggi elettorali in primis.

Il discorso del capo dello Stato in pillole
I FUCILIERI A CASA E I CAMPIONI SPORTIVI. “Ci siamo tutti rallegrati perché i due fucilieri di Marina, Latorre e Girone, sono finalmente in Italia con i loro cari. Abbiamo condiviso, con affetto e soddisfazione, il grande impegno e i successi dei nostri atleti alle Olimpiadi e alle Paralimpiadi. Come non ricordare l’entusiasmo travolgente di Bebe Vio?”.
I MOMENTI DOLOROSI. “Abbiamo vissuto insieme momenti dolorosi – ha detto il capo delle Stato – dall’assassinio di Giulio Regeni, mentre svolgeva, al Cairo, la sua attività di ricercatore, alla morte, in Spagna, delle nostre ragazze che studiavano nel programma Erasmus. Dalla strage di Dacca a quella di Nizza, con nostri connazionali tra le vittime. Dal disastro ferroviario in Puglia al terremoto che ha sconvolto le Regioni centrali, provocando tanti morti. Negli ultimi giorni, abbiamo pianto Fabrizia Di Lorenzo, uccisa nell’attentato di Berlino. Così come era avvenuto, sul finire dell’anno scorso a Parigi, per Valeria Solesin”.
IL PROBLEMA NUMERO UNO DEL PAESE RESTA IL LAVORO. “Nonostante l’aumento degli occupati, sono ancora troppe le persone a cui il lavoro manca da tempo, o non è sufficiente per assicurare una vita dignitosa. Non potremo sentirci appagati finché il lavoro, con la sua giusta retribuzione, non consentirà a tutti di sentirsi pienamente cittadini. Combattere la disoccupazione e, con essa, la povertà di tante famiglie è un obiettivo da perseguire con decisione. Questo è il primo orizzonte del bene comune”.
NO A CITTADINI DI SERIE B. “Le difficoltà, le sofferenze di tante persone vanno ascoltate, e condivise. Vi sono domande sociali, vecchie e nuove, decisive per la vita di tante persone. Riguardano le lunghe liste di attesa e le difficoltà di curare le malattie, anche quelle rare; l’assistenza in famiglia agli anziani non autosufficienti; il sostegno ai disabili; le carenze dei servizi pubblici di trasporto. Non ci devono essere cittadini di serie B”.
TERRORISMO, INSICUREZZA, MIGRANTI. “Sarebbe un grave errore sottovalutare le ansie diffuse nella società. Dopo l’esplosione del terrorismo internazionale di matrice islamista, la presenza di numerosi migranti sul nostro territorio ha accresciuto un senso di insicurezza. È uno stato d’animo che non va alimentato, diffondendo allarmi ingiustificati. Ma non va neppure sottovalutato. Non rendersi conto dei disagi e dei problemi causati alla popolazione significa non fare un buon servizio alla causa dell’accoglienza. L’equazione immigrato uguale terrorista è ingiusta e inaccettabile, ma devono essere posti in essere tutti gli sforzi e le misure di sicurezza per impedire che, nel nostro Paese, si radichino presenze minacciose o predicatori di morte”.
GIOVANI. “Desidero, adesso, rivolgermi soprattutto ai giovani. So bene che la vostra dignità è legata anche al lavoro. E so bene che oggi, nel nostro Paese, se per gli adulti il lavoro è insufficiente, sovente precario, talvolta sottopagato, lo è ancor più per voi. La vostra è la generazione più istruita rispetto a quelle che vi hanno preceduto. Avete conoscenze e potenzialità molto grandi. Deve esservi assicurata la possibilità di essere protagonisti della vita sociale. Molti di voi studiano o lavorano in altri Paesi d’Europa. Questa, spesso, è una grande opportunità. Ma deve essere una scelta libera. Se si è costretti a lasciare l’Italia per mancanza di occasioni, si è di fronte a una patologia, cui bisogna porre rimedio”.
IL VOTO E LE REGOLE NECESSARIE. “Chiamare gli elettori al voto anticipato – ha detto Mattarella – è una scelta molto seria. Occorre che vi siano regole elettorali chiare e adeguate perché gli elettori possano esprimere, con efficacia, la loro volontà e questa trovi realmente applicazione nel Parlamento che si elegge. Queste regole, oggi, non ci sono: al momento esiste, per la Camera, una legge fortemente maggioritaria e, per il Senato, una legge del tutto proporzionale. L’esigenza di approvare una nuova legislazione elettorale mi è stata, del resto, sottolineata, durante le consultazioni, da tutti i partiti e i movimenti presenti in Parlamento. Con regole contrastanti tra loro chiamare subito gli elettori al voto sarebbe stato, in realtà, poco rispettoso nei loro confronti e contrario all’interesse del Paese. Con alto rischio di ingovernabilità. Risolvere, rapidamente, la crisi di governo era, quindi, necessario sia per consentire al Parlamento di approvare nuove regole elettorali sia per governare problemi di grande importanza che l’Italia ha davanti a sé in queste settimane e in questi mesi”.
I SOGNI DEI BAMBINI IL FUTURO DELL’ITALIA. “Qualche giorno fa, nelle zone del terremoto, ho ricevuto questo disegno in dono dai bambini della scuola dell’Infanzia di Acquasanta Terme, ritrae la loro scuola. Vi è scritto: ‘La solidarietà diventa realtà quando si uniscono le forze per la realizzazione di un sogno comune’. Vorrei concludere facendo mio questo augurio, e rivolgendolo a ciascuno di voi, perché i sogni dei bambini possono costruire il futuro della nostra Italia”.

End of year speech by President of the Italian Republic 
A new location for the traditional end of year speech by President of the Italian Republic, Sergio Mattarella. In fact, the Head of State chose not to speak live from the parlour of his apartment, as he did in his debut last year, but rather from one of the rooms at the highest point of the Quirinal Palace that boasts a magnificent view of the Capital. The painful moments of 2016 from earthquakes to terrorist attacks, a look at the economy, the youth, immigration and Femicide; defining it as an “intolerable phenomenon”. Also strongly condemning hatred as a political tool that “poisons” society. These are some of the main topics of the President’s speech, painting a tough, but concise, picture of Italy. For approximately 20 minutes, Sergio Mattarella also remembers the agenda of things that will be addressed this year, 2017, starting with electoral laws.

Speech by the Head of State in Brief
RIFLEMEN AT HOME AND SPORTING CHAMPIONS. “We all rejoice as the two riflemen from Marina, Latorre and Girone, are finally in Italy with their loved ones. We affectionately shared in the outstanding efforts and success of our athletes at the Olympics and Paralympics. How can we forget the overwhelming enthusiasm of Bebe Vio?
PAINFUL MOMENTS. “Together we lived the moments of pain – said the Head of State – from the assassination of Giulio Regeni, while carrying out his research work in Cairo, to the death of our students in Spain who were taking part in the Erasmus program. From the massacre in Dhaka to the one in Nice, where our compatriots were among the victims. From the rail disaster in Puglia to the earthquake that shocked our central regions, causing countless deaths. In the last few days, we cried over Fabrizia Di Lorenzo, killed in the Berlin attack. The same thing happening, at the end of last year in Paris, to Valeria Solesin”.
UNEMPLOYMENT REMAINS THE NUMBER ONE PROBLEM IN THIS COUNTRY. “Despite an increase in employment, there are still too many people who have been looking for work for a long time or the amount of work is insufficient to assure them a life of dignity. We cannot be satisfied until work, with fair compensation, allows everyone to feel like true citizens. Battling unemployment, along with the poverty of many families is a goal to be pursued with determination. This is the first objective for the common good.
NO TO SECOND CLASS CITIZENS. “The difficulties and the sufferings of many people are heard and are shared. There are social questions, old and new, critical to the lives of many. This has to do with long waiting lists and the difficulty in treating illnesses, even rare ones; families assisting their frail elderly; support for the disabled; the lack of public transport services. There should be no second class citizens”.
TERRORISM, INSECURITY, MIGRANTS. “It would be a grave error to underestimate the anxieties rife in our society. After the explosion of international terrorism of Islamic origin, the presence of numerous migrants in our country has given rise to a sense of insecurity. It is a state of mind that should not be fuelled by raising the alarm unjustifiably. However, neither should it be underrated. Not realizing the hardship or problems caused to the population equates to not providing a good service for the immigration cause. The equation of immigrant equals terrorist is unjust and unacceptable, but there is a need to have all security measures in place in order to prevent any threatening presences or preachers of death from taking root in our country.
YOUTH. “I now wish to address, specifically, our young people. I am aware that your dignity is also tied to your work. I know very well that today, in this country, if there are insufficient jobs for adults, often insecure, sometimes underpaid, it is even more of an issue for you. Your generation is more educated than the one before you. You have great knowledge and potential. You should be assured the possibility to have the leading role in your social life. Many of you study and work in other European countries. This is often a great opportunity, but it must be a free choice. If you are forced to leave Italy due to a lack of opportunity, it is like being faced with an illness that needs to be cured.
VOTING AND THE NECESSARY RULES. “Calling voters to an early election – said Mattarella – is a very serious choice to make. There needs to be clear and current electoral rules so voters may effectively express their desire and this especially applies to the Parliament being elected. These rules do not currently exist. At the moment, in the Chamber, there is a strong majority rule and, in the Senate it is by proportional rule. The need to approve a new electoral legislation has been expressed to me, during consultations, by all parties and movements present in Parliament. With contrasting rules among them, to call for early voting would have been, in reality, disrespectful towards them and going against the best interests of the Country, carrying the risk of ungovernability. Rapidly resolving the government crisis was, therefore, necessary in order to allow Parliament to approve new electoral rules and also in order to tend to the highly important issues that Italy is facing in these coming weeks and months”.
THE DREAMS OF THE CHILDREN, ITALY’S FUTURE. “A few days ago, in the earthquakes zones, I was given this drawing by the children at Acquasanta Terme maternity school, depicting their school. There is written: ‘Solidarity becomes reality when our strengths are united for the realization of a common dream’. I would like to close with this as my wish to each and every one of you, because the dreams of our children can build the future of our Italy”.
