Lavoro, accoglienza, ambiente, lotta al terrorismo e all’evasione. Ringrazia le donne e l’Italia tutta
Il Presidente della Repubblica Sergio Mattarella ha scelto di parlare al popolo italiano nel discorso di fine anno (il primo del suo mandato) dal salotto del suo appartamento privato al Quirinale. Dietro di lui, il camino, una stella di Natale e un presepe napoletano (da tradizione) sotto una campana di vetro. Un ambiente semplice, meno formale rispetto ai suoi predecessori. Il tricolore, la bandiera dell’Unione Europea e una poltrona, semplice, da cui ha rivolto il suo messaggio. Dopo i tradizionali saluti, questi i temi più salienti affrontati dal Presidente:
IL LAVORO ANZITUTTO. L’occupazione è tornata a crescere. Ma questo dato positivo, che pure dà fiducia, l’uscita dalla recessione economica e la ripresa non pongono ancora termine alle difficoltà quotidiane di tante persone e di tante famiglie. Il lavoro manca ancora a troppi dei nostri giovani. Penso all’insufficiente occupazione femminile. Il lavoro manca soprattutto nel Mezzogiorno. Si tratta di una questione nazionale. Senza una crescita del Meridione, l’intero Paese resterà indietro.
LE DISUGUAGLIANZE, L’ECONOMIA, EVASIONE FISCALE. Le diseguaglianze rendono più fragile l’economia e le discriminazioni aumentano le sofferenze di chi è in difficoltà. Come altrove, anche nel nostro Paese i giovani che provengono da alcuni ambienti sociali o da alcune regioni hanno più opportunità: dobbiamo diventare un Paese meno ingessato e con maggiore mobilità sociale.
Il lavoro e la società sono al centro di un grande processo di cambiamento. L’innovazione è una sfida che riguarda tutti. La competizione richiede qualità, creatività, investimenti. Impresa privata e settore pubblico, in particolare scuola, università e ricerca, devono operare d’intesa.
La condizione economica dell’Italia va migliorando: questo va sottolineato. Anche le prospettive per il 2016 appaiono favorevoli. Senza dimenticare l’azione svolta dalle istituzioni, va detto – e tengo a dirlo – che moltissimi nostri concittadini hanno operato con impegno e con senso di responsabilità, in settori diversi e con compiti differenti. Hanno contribuito in questo modo, malgrado la crisi, a tenere in piedi l’economia italiana.
Un elemento che ostacola le prospettive di crescita è rappresentato dall’evasione fiscale: gli evasori danneggiano la comunità nazionale e danneggiano i cittadini onesti. Le tasse e le imposte sarebbero decisamente più basse se tutti le pagassero.
L’ARTE E IL PATRIMONIO ARTISTICO ED ECONOMICO ITALIANO, LA DIFESA DELL’AMBIENTE, LE RESPONSABILITÀ INDIVIDUALI NEL RISPETTO DEI BENI COMUNI. L’Italia è vista all’estero come il luogo privilegiato della cultura e dell’arte, e lo è davvero. Questo patrimonio costituisce una nostra ricchezza, anche economica. Abbiamo il dovere di farlo apprezzare in un ambiente adeguato per bellezza.
Molto della qualità della nostra vita dipende dalla raccolta differenziata dei rifiuti e dal rispetto dei beni comuni. Non dobbiamo rassegnarci alla società dello spreco e del consumo distruttivo di cibo, di acqua, di energia.
L’ALLARME TERRRORISMO, IL RICORDO DELLE VITTIME DI PARIGI E DELLA FAMIGLIA DI VALERIA SOLESIN MORTA NELLA STRAGE DEL BATACLAN. In questo periodo masse ingenti di persone si spostano, anche da un Continente all’altro, per sfuggire alle guerre o alla fame o, più semplicemente, alla ricerca di un futuro migliore.
Donne, uomini e bambini: molti di questi muoiono annegati in mare, come il piccolo Aylan e, ormai, purtroppo anche nell’indifferenza.
IL PRESIDENTE RICORDA ALTRE TRE DONNE ITALIANE, UN MODO PER OMAGGIARLE TUTTE. Fabiola Gianotti, che domani assumerà la direzione del Cern di Ginevra, Samantha Cristoforetti, che abbiamo seguito con affetto nello spazio, Nicole Orlando, l’atleta paralimpica che ha vinto quattro medaglie d’oro.
NON MANCANO LE PAROLE PER GLI IMMIGRATI DA ACCOGLIERE MA ANCHE DA ESPELLERE SE IRREGOLARI, PER GLI ANZIANI E PER I BAMBINI, IL FUTURO DEL NOSTRO PAESE.
Il fenomeno migratorio nasce da cause mondiali e durerà a lungo. Non ci si può illudere di rimuoverlo, ma si può governare. E si deve governare.
Può farlo con maggiore efficacia l’Unione Europea e la stiamo sollecitando con insistenza. Bisogna lavorare per abbattere, da una parte e dall’altra, pregiudizi e diffidenze, prima che divengano recinti o muri, dietro i quali potrebbero nascere emarginazione e risentimenti. Serve accoglienza, serve anche rigore.
Nei miei colloqui con i rappresentanti di altri Paesi, in Italia e all’estero, ho sempre colto una considerazione e una fiducia nei confronti dell’Italia e degli italiani maggiori di quanto, a volte, noi stessi siamo disposti a riconoscere. L’Italia è ricca di persone e di esperienze positive. A tutte loro deve andare il nostro grazie.
Mattarella’s First End of the Year Speech
Work, welcoming, environment, fight against terrorism and evadion. Thanking women and Italy as a whole
The president Sergio Mattarella chose to speak to Italians in his end-of-year speech (the first of his mandate) from the living room of his own private apartment at the Quirinale. Behind him, a chimney, a Christmas star and a Neapolitan crib (by tradition) under a bell jar. A simple, less formal environment than his predecessors. The Italian flag, the flag of the European Union and a simple armchair, from which he addressed his message. After the traditional greetings, these are the most relevant issues addressed by the President:
WORK IS THE PRIORITY. Work opportunities are on the rise again. However, this positive data, which is a confidence boost, the exit from the economic recession, and the economy’s recovery do not yet put an end to the daily difficulties of so many people and so many families. Work is still lacking for many of our young people. I’m also thinking of the insufficient female employment. Occupation is lacking especially in the South of the country. It is a national issue. Without the growth of the South, the entire country will not be able to progress and develop well.
INEQUALITIES, ECONOMY, TAX EVASION. The inequalities weaken the economy and the discrimination increases the struggle of those in need. In our country, as in others, people who come from specific social settings or from some regions have more opportunities than others: we have to become a country with less rigidity and greater social mobility.
Work and society are at the center of a major process of change. Innovation is a challenge that concerns us all. The competition requires quality, creativity and investment. The private company and the public sector, in particular schools, universities and research, must work together in agreement.
The economic condition of Italy is improving: this must be emphasized. The prospects for 2016 are favorable. Not to mention the action taken by the institutions. It must be said – and I insist on saying it – that many of our fellow citizens have worked hard and with a sense of responsibility, in different sectors and with different tasks. They have contributed in this way, despite the recession, to sustain the Italian economy.
An element that hinders the growth outlook is represented by tax evasion: evaders damage the national community and harm law-abiding citizens. The dues and taxes would be significantly lower if all citizens would pay them.
ART, ARTISTIC HERITAGE, ENVIRONMENTAL DEFENSE, AND THE INDIVIDUAL LIABILITY IN RESPECT OF COMMONS. Italy is seen abroad as the privileged place of culture and art, and it truly is. This heritage is our wealth. We have a duty to make it appreciable in an appropriate environment. Much of the quality of our lives depends on the collection of waste and respect for the common good. We must not resign ourselves to the society of waste and destructive consumption of food, water, energy.
TERRORISM, THE MEMORY OF THE VICTIMS OF PARIS AND THE FAMILY OF VALERIA SOLESIN, WHO PERISHED AT THE BATACLAN. During this period, huge masses of people move, from one continent to another, to escape war or hunger or simply in search of a better future. Women, men and children: some die drowning in the sea, like the young Aylan, and some, unfortunately, die drowning in indifference.
THE PRESIDENT MENTIONS THREE ITALIAN WOMEN, A WAY TO HONOR ALL OF THEM. Fabiola Gianotti, who tomorrow will take over at CERN in Geneva, Samantha Cristoforetti, which we followed with love in space, and Nicole Orlando, the Paralympic athlete who won four gold medals.
THE EMIGRATION PROBLEM DOES NOT GO UNTOUCHED: THE IMMIGRANTS MUST BE WELCOMED AS WELL AS EXPELLED IF IRREGULAR, for the elderly and for the youth, the future of our country. The emigration problem stems from global causes and will be a long-lasting one. We cannot expect ourselves to resolve it, but we can still manage it. And we mustmanage it. The European Union can handle it most effectively, and we are urging it to do so. We must work to eradicate prejudice and mistrust on both sides, before they become fences or walls, where marginalization and resentment might rise behind them. We need to welcome but we also need rigor. In my meetings with representatives of other countries, in Italy and abroad, I always felt a sense of consideration and confidence in Italy and in Italians, more than we ourselves are often willing to acknowledge. Italy is full of positive people and positive experiences. We must thank all of them for this.
